# New Jersey Film and Television Incentives
New Jersey separates the location-based credit calculation from program-category allocation and the method used to realize the credit.
## Program Snapshot
The legacy film program provides 30% on eligible activity within the defined 30-mile New York zone and up to 35% outside it. Access includes the eligible-spending test of more than $1 million in New Jersey or the 60% test. Studio-partner, film-lease and hiring provisions have separate conditions. ## Route to Cash
Eligible credits have a transfer route. For original applications approved from January 1, 2026, the Director’s mandatory 95% purchase provision requires a certificate issued to a New Jersey studio partner at least one year before the purchase application. Purchases are subject to fiscal-year caps, fees and an application window; excess eligible claims may move to a later fiscal year. This is not a general immediate refund for every film credit. ## Analysis and Inference
Determine the claimant’s category before using any purchase assumption. Separate original approval date, certificate issuance, holding period, purchase application and expected receipt. Compare an eligible purchase against an actual third-party bid after costs and time, rather than selecting the larger face percentage automatically.
