# Massachusetts Film and Television Incentives
Massachusetts offers alternative realization paths, but a production must first establish the expense base for each credit without counting payroll twice.
## Program Snapshot
The payroll credit is 25% of qualifying payroll; payments to an employee receiving $1 million or more for the production are excluded from that payroll credit. The minimum is $50,000 of Massachusetts production expense in a consecutive 12-month period. A separate 25% production-expense credit excludes payroll already used in the payroll calculation. Its location test is more than 75% of production expenses in Massachusetts **or** at least 75% of principal-photography days there. ## Route to Cash
Credits may be transferred, or the eligible claimant may elect a refund of 90% of the remaining credit after applicable tax offsets. The refund election restricts partial refund, transfer or carryover combinations, and a transferee cannot obtain a refund. ## Analysis and Inference
Compare net buyer proceeds with the eligible refund on the same tax-offset and cost assumptions. Do not assume that two 25% credits yield 50% on the same payroll. Tie the location test to the actual schedule and qualified costs; use the application’s explicit alternative test rather than reading the website’s two bullets as a requirement to meet both.
