# Illinois Film and Television Incentives Illinois requires a cost-by-cost model because resident spending, eligible nonresident compensation and conditional bonuses can earn different rates. ## Program Snapshot The film office lists 35% on qualified Illinois vendor spending and resident wages, and 30% on limited eligible nonresident wages. Wage eligibility is capped at $500,000 per worker, with additional role and cast-count limits. Separate additions include 15 percentage points on qualifying disadvantaged-area wages and specified 5-point regional, relocating-series and certified-green-production benefits. Each has its own base and conditions. The transfer regulation permits an applicant’s transfer within one year after the credit is awarded and defines earning by certificate issuance. Confirm the applicable issuance date, transfer approval, fees and buyer tax-use rules. Avoid applying a resident-hiring bonus to all purchases or counting the same cost twice.
