# California Film and Television Incentives California’s Program 4.0 requires separate decisions about allocation category and realization route. Independent-film transfer rights should not be assumed for other production categories. ## Program Snapshot Program 4.0 has $750 million per fiscal year within a five-year, $3.75 billion program ending June 30, 2030. The base rate is 35%; a qualifying relocating series receives 40% for its first California season. Independent films have a $1 million minimum budget and a $20 million qualified-expenditure ceiling; non-independent features use a $120 million qualified-expenditure ceiling, plus eligible uplifts. These ceilings limit the calculation base, not the award to that dollar amount. Program 4.0 also allows a one-time irrevocable refund election for 90% of eligible credit exceeding tax, generally paid at 20% of that refundable amount in the certificate year and four succeeding tax years. Purchasers of independent-film credits cannot elect that refund. Filing and business-credit limitations can affect realization. A five-year refund schedule and a third-party sale can produce different loan maturities and net values. Verify category-specific application windows, allocation, qualified payroll and each geographic or VFX uplift rather than assuming every bonus stacks.
