# Tax-Credit Collateral
A production incentive can support a bridge loan when the project, claimant and expenditures qualify under the governing program and the expected refund, rebate, grant or transferable certificate can be assigned or otherwise captured for the lender. The expected incentive is conditional value until program, audit, filing and realization requirements are satisfied.

### Eligibility
Program counsel and incentive specialists confirm the jurisdiction, claimant entity, project type, expenditure categories, residency or local-hire tests, caps and transfer rules. The analysis must distinguish refundable credits, rebates, grants and transferable certificates because their ownership and enforcement mechanics differ.
### Verified Spend and Valuation
The expected amount is rebuilt from governing rules, the production budget, qualified-spend schedule, payroll, vendor evidence and professional estimate. Nonqualifying costs, fees, caps, holdbacks, transfer discounts, timing risk and recapture exposure reduce the collectible basis.
### Advance and Structure
The tax-credit brief states a current MediaHedge cap of 85% of verified eligible value, subject to tighter transaction constraints. Security, notices, claimant ownership, lockbox or account control and certificate-transfer documentation must fit local anti-assignment and program rules.
### Realization
Cost reports track qualified spend during production. After completion, required audits, applications and certificates are submitted. Refund proceeds or certificate-sale proceeds flow to the controlled account and contractual waterfall.
